Grace Émie Kutino: 26-Year-Old Gospel Preacher Becomes DRC’s Minister of Youth

At just 26 years old, Grace Émie Kutino has been appointed Minister of Youth and Patriotic Awakening in the Democratic Republic of Congo’s newly formed Suminwa II government, under President Félix Tshisekedi and Prime Minister Judith Suminwa Tuluka. Announced via presidential decree on August 8, 2025, she formally assumed office in a ceremony on August 13, succeeding Noëlla Ayeganagato, who moved to the role of Vice Minister of Foreign Affairs.

Born 11 March 1999 in Kinshasa, Kutino is the daughter of Archbishop Kutino Fernando, founder of the “Army of Victory” church. She spent much of her youth in Paris and holds a degree in political science from the University of Paris-Est Créteil, as well as ongoing studies in law.

Her upbringing within a prominent religious setting, especially amid her father’s politically motivated imprisonment, propelled her into activism. She earned recognition through her pastoral work, entrepreneurial ventures, speaking engagements, and mobilizing the youth in civic engagement and moral leadership.

Upon taking office, Kutino committed to serving the youth with humility and dedication, describing her role not as a privilege but a collective mission. She pledged to be “an ear, a voice, a hand extended, a bridge,” anchored in faith, honor, clarity, and loyalty. During her handover speech on August 13, she emphasized her belief in Congolese youth and pledged to align her vision with that of the Head of State.

Kutino’s appointment signals a significant moment for the DRC: a young, spiritually grounded woman stepping into a pivotal government position at a time when youth—who make up a substantial majority of the population—are increasingly demanding political inclusion and socio-economic empowerment.
